Quality Benchmarks for Skill Delivery

To deliver standardized skilling programs affiliated with NSDC, PMKVY, RKCL, and RSLDC, every training node must satisfy the following minimum technical and infrastructure guidelines prior to batch allocation.

1. Physical Space & Classrooms

Total Carpet Area: Minimum 1,500 – 3,000 sq.ft. dedicated training space.
Classrooms: Minimum 2 theory classrooms with a capacity of at least 30 students each.
Ergonomics: Standard student dual desks/chairs, anti-glare whiteboards, and podium.
Ventilation: Proper natural airflow, LED lighting (min 300 Lux), and ceiling fans / AC.

2. Computer Lab & Network

Workstations: Minimum 15 to 25 functional PCs (Intel Core i3/i5 or higher, 8GB+ RAM, SSD).
Connectivity: Dedicated Optical Fiber Broadband (minimum 50 Mbps leased or broadband).
Networking: Structured Gigabit CAT6 cabling or high-throughput enterprise Wi-Fi.
Software: Genuine Windows 11/10 OS, MS Office 365, Antivirus, and Tally Prime licenses.

3. Biometric & Surveillance System

AEBAS Biometrics: UIDAI / NSDC / State Mission certified biometric fingerprint/iris devices.
IP CCTV Cameras: High Definition (1080p) cameras covering every classroom, lab, and entrance.
DVR/NVR Storage: Minimum 30 days continuous video recording retention with power backup.
Public IP: Static IP for live remote audit streaming where mandated by scheme guidelines.

4. Power Backup & Safety Amenities

Power Backup: Online UPS (min 5 kVA) providing at least 2 hours backup for entire lab.
Fire Safety: ABC type Fire Extinguishers placed at visible locations with annual validity.
First Aid: Fully stocked first aid kit with emergency medical contact directory.
Sanitation: Separate, clean, and hygienic washroom facilities for male and female trainees.

5. Staff & Faculty Requirements

Center Head / Manager: Graduate with min 3 years operational management experience.
Domain Trainers: Relevant degree/diploma (BCA/MCA/B.Tech/M.Com) + SSC ToT certified.
Mobilization & Placement Officer: Dedicated staff for student outreach and local job drives.
Receptionist / Counselor: Professional front-desk coordinator for admissions and enquiries.

6. Mandatory Legal Documentation

Entity Registration Certificate (Trust, Society, Section 8, or Private Limited Company).
Valid Registered Lease Deed / Ownership Proof for minimum 3 years tenure.
Building Safety and Electrical Fitness certificates from certified architect/engineer.
PAN Card, GSTIN (if applicable), and active institutional Bank Account details.
